The 2022 Elections were an exciting time for our nation, and we saw significant action from young voters during the Midterm season. Yet, even more exciting was seeing the number of Korean Americans running for public office up and down the ballot.

In celebration of our trailblazing community members, KAGC will be sharing the stories, accomplishments, and biographies of the candidates up for elections and federal appointments this year. KAGC would like to invite you in congratulating these extraordinary candidates uplifting the community through their public service in the Federal government.

1. Andy Kim, U.S. House of Representatives (D, NJ-3) *Incumbent
앤디 김 의원 (민주, 뉴저지 3 지역구)

As the first Korean American to be elected into Congress since 1993, and the first Democrat to do so ever, Rep. Kim has been re-elected to represent New Jersey’s 3rd Congressional District. 

Rep. Kim grew up in southern New Jersey in the district he now represents with his parents who had immigrated from Korea. Rep. Kim attended Harvard College and was selected as a Rhodes Scholar in 2005, after which he went on to serve in the USAID, Pentagon, and White House where he advised the Secretary of Defense, Generals David Petraeus and John Allen in Afghanistan, and the National Security Council.

In the House of Representatives, Rep. Kim sits on the House Armed Services, the House Small Business, and the House Foreign Affairs Committees. Legislation that Rep. Kim has introduced covers a broad range of topics, including support for military families (H.R.8114), financial assistance to small businesses (H.R.1502), and voter protection measures (H.R.1245). Notably, Rep. Kim gained national attention when he was pictured helping staff members and police officers clean up the Capitol, following the aftermath of the January 6th insurrection. 

Rep. Kim has spoken at the KAGC events on multiple occasions since 2017, including the 2017 KAGC National Conference, 2019 KAGC U Leadership Summit, 2019 KAGC National Conference, and 2022 KAGC National Conference.

김 의원은 1993년 이후 연방 의회에 최초로 입성한 한인이며, 한인으로 연방의회에 당선된 최초의 민주당 의원입니다. 앤디 김 의원은 올해 뉴저지 3 지역구에서 삼선에 성공했습니다. 

김 의원은 한국에서 이민 온 부모님과 함께 현재 대표하고 있는 지역구인 뉴저지 남부에서 유년기를 보냈습니다. 김 의원은 하버드 대학교를 졸업한 뒤 2005년 로즈 장학생 (Rhodes Scholar)로 선발되었고, 이후 USAID, 국방부, 백악관 등에서 국방부장관, 아프가니스탄 주둔 사령관 데이비드 페트리어스 (David Petraeus) 및 존 앨랜 (John Allen) 장군, 국가안전보장회의 (National Security Council) 등을 보좌했습니다.

김 의원은 하원 군사 위원회, 하원 중소기업 위원회, 하원 외교 위원회 등에 소속돼 있습니다. 김 의원은 군인 가족에 대한 지원(H.R.8114), 중소기업에 대한 재정 지원(H.R.1502), 유권자 보호 법안(H.R.1245) 등 다양한 주제를 소개했습니다. 특히 김 의원은 지난 1월 6일 워싱턴DC 의사당 난입 사태 후 국회의사당을 청소하는 직원들과 경찰관들을 돕는 모습이 포착돼 전국적인 주목을 받았습니다.

2. Judge John H. Chun, U.S. District Court, Western Division of Washington
전형승, 워싱턴 주 서부 연방지법 판사 

The son of Korean immigrants, Judge John H. Chun is the first Asian American man to serve on Washington’s federal bench. Having graduated from Columbia University, he then also went on to graduate from Cornell Law School as the first in his family to earn a law degree. 

Judge Chun served as a judge on the Washington State Court of Appeals since 2018, and prior to that served as a judge on the King County Superior Court. Prior to joining the bench, Judge Chun also was a member of the Summit Law Group in Seattle from 2006-2013, and a partner at K&L Gates and Mundt MacGregor. 

Apart from his work, Judge Chun also chairs the Washington State Center for Court Research Advisory Board, serves on the Court of Appeals Rules Committee, and serves on the Asian Bar Association of Washington Student Scholarship Foundation. In 2007, Judge Chun was awarded the Community Leadership Award from the Korean American Bar Association of Washington.

한국계 이민자의 아들인 전형승 판사는 미국 워싱턴주 서부 연방법원 판사로 근무한 최초의 아시아계 미국인입니다. 전형승 판사는 컬럼비아 대학교에서 학사 학위를 받은 뒤 코넬 대학교 로스쿨을 졸업하여 가족 중에서 처음으로 법학 학위를 받았습니다.

전 판사는 2018년부터 워싱턴주 항소법원 판사를 지냈으며, 그 이전에는 킹 카운티 고등법원 판사를 지냈습니다. 천 판사는 재판관에 합류하기 전인 2006~2013년 시애틀 서밋 법률 그룹 소속으로 K&L 게이츠와 먼트 맥그리거의 파트너를 역임했습니다. 

전 판사는 업무 외에도 워싱턴주 법원 연구 자문위원회(Court Research Advisory Board) 의장, 항소법원 규칙위원회(Court of Appeals Rules Committee) 위원, 워싱턴 학생 장학 재단의 아시아 변호사 협회 (Asian Bar Association of Washington Student Scholarship Foundation) 등을 맡고 있습니다. 또한 2007년, 전 판사는 워싱턴 한인 변호사 협회로부터 지역사회 지도자 상을 받았습니다.

3. Judge John Z. Lee, U.S. Court of Appeals, Seventh Circuit
이지훈, 연방 제7항소법원 판사

The son of Korean immigrants, Judge John Z. Lee became the first Korean American to serve on Illinois’ federal bench. Judge Lee was first appointed by Barack Obama as a Judge of the US District Court for the Northern District of Illinois. Judge Lee received his A.B. magna cum laude from Harvard College in 1989, and then went on to graduate cum laude from Harvard Law School in 1992. 

Prior to his time on the bench, Judge Lee was an associate and then partner at Freeborn & Peters LLP from 1999-2012. Judge Lee was also an associate at Grippo & Elden LLC from 1996-1999, and an associate from Mayer Brown LLP from 1994-1996, and also a trial attorney in the Environmental and Natural Resources Division in the Department of Justice. 

Throughout his career, Judge Lee served the Chicago community through his service in the Coordinated Advice and Referral Program for Legal Services (CARPLS). He also co-founded the Willow Creek Legal Aid Clinic, was President of the Asian Human Services of Chicago, and led on the Board of Directors of the Asian American Bar Association of Greater Chicago. Judge Lee received the Cook County State Attorney’s Office Asian Pacific American Community Service and the Korean American Association of Chicago’s Korean American of the Year Awards.

한국 이민자의 아들 이지훈 판사는 일리노이 연방법원 판사로 근무한 최초의 한국계 미국인입니다. 이 판사는 버락 오바마 전 대통령에 의해 종신직인 시카고 북부 연방법원 판사에 지명돼 2012년부터 그 자리를 지켰습니다. 이 판사는 1989년 하버드 대학에서 학사 학위를 받았으며, 1992년에는 하버드 로스쿨을 우수한 성적으로 졸업했습니다. 

이 판사는 법무부 환경천연자원국 소송 전담 변호사로 일하기도 하였으며 1994년부터 1996년까지 메이어 브라운에서, 1996년부터 1999년까지 그리포 앤드 엘든, 1999년부터 2012년까지 프리본 앤드 피터스에서 변호사로 활동하였습니다. 

이 판사는 법조계를 위해 조정 자문 및 추천 프로그램(CARPLS)을 통해 시카고 지역사회에 봉사했습니다. 또한 윌로우 크릭 법률 지원 클리닉을 공동 설립했으며, 시카고의 아시아 인적 서비스의 회장으로 일하고, 시카고의 아시아 미국 변호사 협회의 이사회를 이끌었습니다. 또한 이 판사는 쿡 카운티 주 검찰청 아시아 태평양 지역사회봉사단과 시카고 한인회가 선정한 올해의 한인상을 받았습니다.

4. Marilyn Strickland, U.S. House of Representatives (D, WA-10) *Incumbent
매릴린 스트릭랜드 (한국명 순자, 민주, 워싱턴 10 지역구)

Former mayor of Tacoma, Ms. Strickland was elected to represent Washington’s 10th Congressional District which encompasses the state’s capital. She was the first Korean American woman ever to be elected to Congress and the first African American to represent Washington back in 2020. 

As the daughter of an American veteran, Marilyn Strickland was born to an African American father and Korean mother in Seoul. Ms. Strickland worked in the private sector as a business administrator before being elected to the Tacoma City Council in 2007. After serving two terms, Ms. Strickland ran for the mayor of the city and served as the 38th Mayor of Tacoma from 2010 to 2017—the first Asian-born elected mayor of the city and the first African American woman to occupy the office.

While she is a member of the House Transportation and Infrastructure and the House Armed Services Committees, Rep. Strickland also serves as Co/Chair in several Congressional Caucuses such as the Puget Sound Recovery Caucus, the Middle Class Jobs Caucus, among others.

타코마시의 전 시장인 스트릭랜드 의원은 올해 워싱턴 주의 수도를 포함하는 워싱턴 10 지역구에 재선되었습니다. 스트릭랜드 의원은 연방의회에 최초로 당선된 한인 여성이며 워싱턴 주에서 최초로 당선된 흑인입니다.

2차대전과 한국전쟁에 참전한 흑인 아버지와 한국인 어머니를 둔 매릴린 스트릭랜드 의원은 서울에서 태어났습니다. 스트릭랜드 의원은 민간사업 경영자로 활동한 뒤 2007년 타코마 시의원으로 당선되어 두 번의 임기를 지냈습니다. 그 뒤 타코마의 시장에 출마하여, 2010년 타코마 시의 제38대 시장으로 당선, 2017년까지 시 역사 최초로 아시아에서 탄생한 시장이자 최초의 흑인 여성 시장이 되었습니다.

스트릭랜드 의원은 연방하원 교통 및 인프라 위원회와 하원 군사 위원회의 의원으로 재직 중입니다. 또한 스트릭랜드는 퓨젯 사운드 복구 코커스(Puget Sound Recovery Caucus), 중산층 직업 코커스(Middle Class Jobs Caucus)와 같은 몇몇 의회 코커스에서 공동 의장을 맡고 있습니다.

5. Michelle Eunjoo Park Steel, U.S. House of Representatives (R, CA-48) *Incumbent
미셸 스틸 (한국명: 박은주, 공화, 캘리포니아 48 지역구)

An immigrant from Korea, Michelle Steel graduated from Pepperdine University and earned an MBA from the University of Southern California. Prior to her service in the U.S. House of Representatives, Ms. Steel served on the Orange County Board of Supervisors from 2015-2021, where she was elected as the Chair in 2017. She was the first Korean American to serve on the Board. Ms. Steel was also appointed as a Co-Chair to the President’s Advisory Commission on Asian Americans and Pacific Islanders by President Trump. She was the first Korean American woman ever to be elected to Congress alongside Marilyn Strickland and Young Kim back in 2020.

Ms. Steel also served on the Orange County Transportation Authority Board of Directors since 2015, in addition to that of the Korean American Republican Association and a number of organizations across California. Prior to her election to the Orange County Board of Supervisors, she was elected to the California State Board of Equalization in 2006, a state agency responsible for tax administrations where she also served as Vice Chair in 2011 before her term expired in 2015.

Since her election in 2020, Rep. Michelle Steel has taken leadership within the House Republican Caucus as a member of House Minority Leader Steve Scalise’ Whip Team for the 117th Congress. Amidst a surge of COVID-19 related hate crimes and assault against Asian individuals, Rep. Steel introduced a Resolution condemning hate crimes against Asian American and Pacific Islander communities (H.Res.153).

한국 출신 이민자인 미셸 스틸은 페퍼다인 대학을 졸업하고 서던 캘리포니아 대학교에서 MBA를 취득하였습니다. 스틸 의원은 하원에서 일하기 전에는 2014년 오렌지 카운티 수퍼바이저 위원회에 당선되었고, 2017년 위원회의 의장으로 선출되었습니다. 스틸 의원은 또한 이 위원회에 당선된 최초의 한인입니다. 2019년에는 트럼프 대통령의 임명을 받아 아시아 및 태평양계 미국인 대통령 자문위원회의 공동의장직을 맡기도 했습니다. 스틸 당선인은 스트릭랜드 당선인과 함께 연방의회에 최초로 당선된 한인 여성입니다.

스틸 당선인은 2015년부터 오렌지 카운티 교통청 (Orange County Transportation Authority)의 이사로 활동하고 있는 동시에, 한인 공화당 위원회 및 캘리포니아 내 다수의 단체에서 이사직을 겸하고 있습니다. 오렌지 카운티 수퍼바이저 위원회에 당선되기 전에는 캘리포니아 조세형평국 (California State Board of Equalization)에 2006년 당선되어 2015년까지 활동했습니다. 2011년에는 조세형평국의 부의장으로 선출되기도 했습니다.

2020년 스틸 의원이 당선된 이후 하원 공화당 코커스에서 117 회기 하원 소수 민족 원내총무 스티브 스칼리스 팀의 일원으로 리더십을 발휘했습니다. 또한 코로나19 관련 증오범죄와 아시아인 폭행 사건이 급증하자, 스틸 의원은 아시아계 미국인과 태평양 섬 주민 공동체에 대한 증오 범죄를 규탄하는 결의안(H.Res.153)을 도입했습니다.

6. Young Kim, U.S. House of Representatives (R, CA-39) *Incumbent
영 김 (한국명: 김영옥, 공화, 캘리포니아 39 지역구)

As an immigrant from Korea, Ms. Kim graduated from the University of Southern California in 1981 and went on to run a small business before serving as a community liaison and director of Asian affairs in former-Congressman Royce’s office for 21 years. In 2014, she challenged the incumbent Assembly member in her hometown in northern Orange County and became the first Korean American Republican woman to serve in the California State Assembly. She was the first Korean American woman ever to be elected to Congress alongside Marilyn Strickland and Michelle Steele back in 2020. 

Young Kim, a one-term former California Assemblywoman and a two-time challenger for the Congressional seat in California’s 39th district, is perhaps more widely known as a long-time aide to former Rep. Ed Royce, or from her TV show and radio program on Korean media outlets in Southern California.

As a member of the House Foreign Affairs Committee, Rep. Young Kim has introduced legislation prompting support for human rights abroad, including those of North Korean citizens (H.R.7332) and Uyghur communities and other minority groups in China (H.R.4785). In a bipartisan effort, Rep. Kim successfully introduced the Divided Families Reunification Act (H.R.826) in the House, which passed 415-0.

한국 출신 이민자인 영 김 의원은 1981년 서던 캘리포니아 대학교를 졸업한 뒤 남가주에서 소규모의 사업을 운영하다, 당시 지역구를 대표하던 에드 로이스 의원을 만나게 되어 21년간 의원실 내 커뮤니티 담당 및 아시아 관련 사항 주도 보좌관으로 활동했습니다. 2014년 김 의원은 오렌지 카운티 북부의 본인 지역구에서 캘리포니아주 하원에 출마하여, 현직 의원을 꺾고 캘리포니아주 하원 최초 한인 공화당 여성 의원으로 당선되었으며 올해 선거에서 재선되었습니다. 김 의원은 스트릭랜드, 스틸 당선인과 함께 연방의회에 최초로 당선된 한인 여성입니다.

전 캘리포니아주 하원 의원이자 캘리포니아 39 지역구에 두 번째로 출마한 영 김 의원은, 이 지역구 출신의 에드 로이스 전 의원의 오랜 보좌관이자 남가주 한국어 방송의 프로그램 진행자로도 많이 알려져 있습니다.

하원 외교 위원회 위원으로서 김 의원은 북한 인권 보호 법안((H.R.7332)과 위구르족을 비롯한 중국 내 소수민족 보호 법안(H.R.4785) 등 인권 보호를 촉구하는 법안을 발의했습니다. 또한 김 의원은 하원에서 415 대 0으로 통과된 초당적 법안인 미북 이산가족 상봉 법안(H.R.826)을 성공적으로 도입했습니다.
