The 2022 Elections were an exciting time for our nation, and we saw significant action from young voters during the Midterm season. Yet, even more exciting was seeing the number of Korean Americans running for public office up and down the ballot.
As of December 2022, there are at least 26 Korean Americans serving in the state government across the United States. 5 of them serve in the executive branch: Grace E. Lee in the Office of Administrative Law , Jimmy H. Rhee, Maryland’s Special Secretary of Small, Minority, & Women Business Affairs; Ryan Park in the North Carolina Department of Justice, Sun E. Choi in the Maryland Office of Administrative Hearings, and Sylvia Luke in the Hawaiian Office of the Governor. There are 4 judges on various state courts, both elected and appointed, as well as 17 members in the state legislatures.
In celebration of our trailblazing community members, KAGC will be sharing the stories, accomplishments, and biographies of the candidates up for elections and federal appointments this year. KAGC would like to invite you in congratulating these extraordinary candidates uplifting the community through their public service across state governments.

2022년 12월 현재, 미국 전역에 걸쳐 최소 26명의 한인들이 지방 정부에서 일하고 있습니다. 그중 행정부 소속 5명은 뉴욕주 그레이스 이 행정법 판사, 메릴랜드주 특수산업부 장관 지미 리, 노스캐롤라이나주 검찰총장(Solicitor General) 라이언 박, 메릴랜드주 선 최 행정 판사, 하와이주 부지사 실비아 루크입니다. 선출직과 임명직으로 다양한 주에서 4명의 주 소속 판사와 17명의 주의회 의원들을 포함하여 다양한 자리에서 한인들을 찾을 수 있습니다.

1. Sylvia Luke, Lieutenant Governor, Hawaii
실비아 장 루크, 하와이주 부지사
A Korean immigrant herself, Lt. Governor Sylvia Luke moved to the state of Hawaii and attended K-12 public education before graduating with a Bachelor’s in Art from the University of Hawaiʻi at Mānoa, where she also ran for President of the Associated Students. That election pitted Sylvia against her classmate and future colleague, the late Congressman Mark Takai. In fact, the contest garnered such interest that it generated a record student voter turnout. Lt. Governor later obtained her J.D. from the University of San Francisco School of Law.
Before joining government, Lt. Governor Luke was a private attorney. Lt. Governor Luke also previously served in the Hawaii House of Representatives for the 26th and 25th districts since 1998, where she chaired the House Finance Committee from 2013-2022. She also as served as the Vice Speaker of the House, Chair of the House Committee on Judiciary, and Vice Chair of the House Committee on Economic Development and Business Concerns. Lt. Governor Luke is the first Korean American appointed to a state-wide position in the United States.
During her time in the state legislature, Lt. Governor Luke has been recognized by the following organizations for her leadership and advocacy: Hawaii Technology Trade Association Outstanding Civic Leadership Award (2000); Korean American Coalition Pioneer Award in Leadership (2003); AARP Hawaii Certificate of Appreciation for Consumer Protection (2006); Hawaii Farm Bureau Federation Legislator of the Year Award (2017); Healthcare Association of Hawaii Achievement in Advocacy Award (2019); and the Compassion and Choices End of Life Champion Award for the passage of the Our Care Our Choice Act (2020).
With many years of serving Hawaii, Lt. Governor Luke has voiced her desire to work more on early education and broadband access policies in her new position.

2. Cindy Ryu, Washington House of Representatives, District 32 *Incumbent
신디 류 의원 (민주, 워싱턴 주의회 하원, 32 지역구)
A Korean immigrant herself, Rep. Cindy Ryu is serving her seventh term in the Washington State House of Representatives. While a Shoreline City Councilmember, she served as Mayor, becoming the first Korean American woman mayor in America. In Shoreline, she served as president of both the Shoreline Chamber of Commerce and its Dollars for Scholars Chapter, helped improve numerous public parks, build its first City Hall, and create Shoreline’s Green Business Program. Rep. Ryu is a 49- year resident of Washington State and lived previously in South Korea, Brunei, and the Philippines. She received a Bachelor of Science in microbiology and an MBA in operations management from the University of Washington, Seattle.
Rep. Ryu chairs the Housing, Community Development & Veterans Committee, with jurisdiction over housing, community development, military and veteran issues, emergency preparedness, emergency response, and parks. She also serves on Appropriations and Consumer Protection & Business committees, is a Washington Tourism Marketing Authority Board Member, and Pacific Northwest Economic Region Delegate Council Alternate.
Over the years, Rep. Ryu has spoken at the KAGC events on multiple occasions, including the main stage at the 2018, 2019, and 2022 KAGC National Conferences.
The Washington House of Representatives is composed of 98 Representatives who serve two-year terms. The 32nd district includes NW Seattle, Shoreline, south Edmonds, Woodway, west Mountlake Terrace, and Lynnwood. The total population of the district is 150,951 according to Census 2020. According to the Daily Kos, in 2020 the district voted for Democratic candidate Joe Biden (86.78%) over Republican candidate Donald Trump (11.26%).

3. Daniel Pae, Oklahoma House of Representatives, District 62 *Incumbent

A son of Korean immigrants and a Lawton native, Representative Pae was first elected in 2018 as Oklahoma’s first Asian-American to serve in the Oklahoma House and youngest state legislator at age 24.
He currently serves as the Co-Vice Chair of the State and Federal Redistricting Committee, and also serves on the Government Modernization and Technology Committees.
Prior to running for office, Rep. Pae worked as an Administrative Assistant at Lawton Oklahoma, City Government since May 2017. Before that, Rep. Pae served as a legislator in the University of Oklahoma’s (OU) Undergraduate Student Congress before launching his successful campaign for Student Government Association (SGA) president. As president of the SGA in 2016, Rep. Pae worked to pass several reforms and bills. Rep. Pae instituted the Crimson Cruiser bike share program at OU aimed at helping alleviate parking problems on campus. He worked with the school’s Parking Services to get 75 bikes and 10 racks installed on campus.
Rep. Pae graduated from OU in 2017 with a double major in economics and political science, minors in history and international studies, and a master’s degree in public administration. Prior to graduating, he worked as a legislative intern in the U.S. House of Representatives during the summer of 2016.
At his first KAGC event, Rep. Pae joined the main stage of the 2022 KAGC National Conferences.
The Oklahoma House of Representatives is composed of 101 members who serve two-year terms. The 62nd District covers the county of Comanche and the Lawton Metro area. The total population of the district is 39,202 as of the 2020 Census. According to the Daily Kos, in 2020, the district voted for Republican candidate Donald Trump (64.4%) over Democratic candidate Joe Biden (32.98%).

4. Francesca Hong, Wisconsin House of Representatives, District 76 *Incumbent
프란체스카 홍 (민주, 위스콘신 주의회 하원, 76 지역구)
A daughter of Korean immigrants and Wisconsin native, Rep. Francesca Hong won her first election in 2020 and assumed office in 2021. In 2022, Rep. Hong won in the General Election with 98.4% of the vote, without facing any opposition within the Democratic primaries.
She currently sits on the Joint Legislative Audit, Audit, Labor and Integrated Employment, Rural Development, and Small Business Development Committees.
Prior to running for elected office, Ms. Hong has led a successful career in the service industry, becoming a full-time, professional chef in 2009. She eventually became one of the youngest and first female executive chefs at the 43 North Restaurant on King Street. Ms. Hong also co-founded the Culinary Ladies Collective (CLC) in 2016 and served as the president of its Board of Directors.
At her first KAGC event, Rep. Hong joined the main stage of the 2022 KAGC National Conferences.
The Wisconsin State Assembly is composed of 99 members elected from one district each, serving two-year terms. The 76th District covers downtown and the east side of Madison. The total population of the district is 62,268 according to Census 2010 and the 2012-2016 American Community Survey. According to the Daily Kos, in the 2020 presidential election, the district voted for Democratic candidate Joe Biden (70.18%) over Republican candidate Donald Trump (28.43%).

5. Grace Lee, New York State Assembly, District 65

A daughter of Korean immigrants, Assemblymember-elect Grace Lee won her election to District 65, taking over the district from her progressive predecessor Yuh-Line Niou. In the November General Elections, Assemblymember-elect Lee won 75.5% of the vote. She will assume office for the first time in January 2023.
Prior to winning her seat, Assemblymember-Elect Lee had previous campaign engagements that began in 2018 with her role in Swing Left as the Director of New York Events. Then, in 2019, Ms. Lee joined the Blake for New York campaign as the Communications Chief of Staff before going on to co-found Children First, a parent-led coalition advocating for the clean-up of a toxic mercury site.
The New York State Assembly is composed of 150 members serving two-year terms. The 65th District covers downtown and the lower side of Manhattan, including Lower East Side, Chinatown, South Street Seaport area, Financial District and Battery Park City. The total population of the district is 62,268 according to Census 2010. According to the Daily Kos, in the 2020 presidential election, the district voted for Democratic candidate Joe Biden (82.30%) over Republican Donald Trump (13.20%).

6. Jacey Jetton, Texas House of Representatives, District 26 *Incumbent
제이시 제튼 (공화, 텍사스 주의회 하원, 26 지역구)
The son of a Korean immigrant, Rep. Jacey Jetton was elected as the first Korean-American State Representative in Texas in 2020. His father was an artilleryman, stationed in South Korea, and her mother was born and grew up in South Korea. They met in Korea, got married and moved to Texas after his father finished serving in the Army. A 7th generation Texan, Mr. Jetton followed his father’s footsteps as an artilleryman, stationed in South Korea, in the U.S. Army. He enlisted in the Army National Guard and was attached to a mechanized infantry unit in the 36th infantry division.
Mr. Jetton has previously served as the legislative director for conservative Republican state Rep. Drew Springer during the 83rd legislative session, has served on the campaign trail for Texas House District 144, Rep. David Pineda in east Harris County, and worked for Glenn Hegar, during his successful campaign for Texas Comptroller.
The Texas House of Representatives is composed of 150 members elected from one district each, serving two-year terms. The 26th District covers Fort Bend. The total population of the district is 182,953 according to Census 2010 and the 2015-2019 American Community Survey. According to the Texas House of Representatives, the district voted for Democratic candidate Joe Biden (50.9%) over Republican candidate Donald Trump (47.7%).

7. Sam Park, Georgia General Assembly, District 101 *Incumbent
샘 박 의원 (민주, 조지아 주의회 하원, 101 지역구)
A son of Korean immigrants and grandson of Korean War refugees, Rep. Sam Park was born and raised in Georgia.
As a fourth-term member of the Georgia House of Representatives, he currently serves as a Deputy Whip of the Georgia House Democratic Caucus and as a Vice Chair of the Gwinnett delegation to the House. He is the first Korean American Democrat to be elected to the chamber, as well as the first openly gay man to ever be elected to any state legislature in the South.
Prior to his election, Rep. Park served with a number of state legislators and political campaigns. In 2012, Rep. Park interned for Stacey Abrams who served as the Democratic Leader of the Georgia House of Representatives and went onto become a gubernatorial candidate in 2018. He also served as a legal extern for the Georgia Senate Democratic Caucus in 2013, as an aide for Maryland Senator Jamie Raskin (who now serves in the U.S. Congress), for Jason Carter’s gubernatorial campaign in 2014, and Jon Ossoff’s congressional campaign in 2017.
Rep. Park is an attorney by profession and currently serves at a local nonprofit working to end the HIV/AIDS epidemic in Georgia. In just four years in office, Rep. Park rapidly rose through the ranks, and in 2020, he was featured at the 2020 Democratic National Convention as its only Asian American speaker.
Over the years, Rep. Park has spoken at the KAGC events on multiple occasions, including a KAGC U event at Emory in 2018, 2019 KAGC Alabama Regional Seminar, on the main stage at the 2018 and 2019 KAGC National Conferences, as well as a number of college student events.
The Georgia General Assembly currently has 180 elected members elected from one district each, serving two-year terms. Georgia’s 101st House District encompasses several municipalities with a large Korean American population in Gwinnett County, such as Suwanee and Lawrenceville. The total population of the district is 61,586. The district is considered “majority-minority,” as 58% of its population is composed of minorities. According to the Daily Kos, in the 2020 presidential election, the district voted for Democratic candidate Joe Biden (62.26%) over Republican candidate Donald Trump (36.47%).

A daughter of Korean American immigrants, Rep.-elect Soo Hong won her election in the 103rd district from the 2022 General Elections with 61.4% of the total votes cast. She will assume office for the first time in January 2023.
Prior to running for elected office, Ms. Hong had been an attorney for over a decade and is the owner of Hong & Sessions Law, LLC. in Gwinnett and Marietta. She has been repeatedly recognized by the legal community for her work with such honors as the Ross Adams Young Lawyer Award in 2015 by the Cobb County Bar Association, and was named a Super Lawyers Rising Star in 2017 and 2018.
Ms. Hong regularly volunteers with Legal Aid to provide pro bono assistance to clients for both civil and criminal cases. She has also served for eight years as a bankruptcy instructor at the Chattahoochee Technical College.
The Georgia House of Representatives is composed of 180 members elected from one district each, serving two-year terms. The 103rd District is in northern Atlanta and covers a large area of Gwinnett County, including Buford, and Hall County. The total population of the district is 68,719 according to Census 2020. According to the Daily Kos, in the 2020 presidential election, the district voted for Democratic candidate Joe Biden (62.26%) over Republican candidate Donald Trump (36.47%).

A daughter of Korean immigrants, Rep. Sharon Chung was born and raised in the Chicago suburbs. As a first-time challenger, Rep. Chung won 52.1% of the total votes during the 2022 General Election. Her victory marks the first time that a Korean American will join the General Assembly in Illinois. Her victory also makes her the first Democrat to represent Bloomington-Normal in 40 years. She will assume office in January 2023.
Prior to running for office, Rep. Chung lived as a mother, county board member, dedicated teacher and musician, and lifelong Illinoisan. She was born and raised in the Chicago suburbs before moving to Bloomington to attend IWU. After graduating, she attended graduate school at Northwestern University, then worked as a music teacher. Chung and her family have been living in Bloomington since 2009, and she has been a member of the Mclean County Board since 2018.

The 91st District is in Bloomington-Normal, stretching west to include parts of East Peoria and Bartonville, The total population of the district is 107,411 according to Census 2020. According to the Daily Kos, in the 2020 presidential election, the district voted for Republican candidate Donald Trump (59.62%) over Democratic candidate Joe Biden (38.11%).

10. Steven S. Choi, California State Assembly, District 68 *Incumbent

An immigrant from Korea himself, Dr. Choi has served two terms as Mayor of Irvine, CA, before he was elected as California State Assemblyman of the 68th Assembly District in 2016.
Prior to that, in 1998, he became the first Asian American elected to the Irvine Unified School Board and served two consecutive terms there before becoming the first Asian American to have been elected to a four-year term on the Irvine City Council and one of two Korean Americans on the council.
While serving on the Irvine City Council and as the city’s mayor, Dr. Choi oversaw the safest big city in the country, used audits to ferret out waste and corruption and started initiatives to create more good-paying jobs.
In the Assembly, Dr. Choi has led efforts to improve the quality of Orange County Schools, protect Proposition 13 and keep taxes down, tackle the homeless problem, and reduce the cost of health care.
Assemblyman Choi has spoken at the 2019 KAGC National Conference.
